I try to imagine the most realistic scenario for the future of .tel:

1. Telnic won't have enough money to exist soon (due to the known financials).
2. No one else will be interested in taking over the business of .tel (due to the great lack of interest generated during the last years).
3. ICANN will choose Neustar (registry for .biz and .us as well as technical registry for .tel, .co, .cn, .tw, .buzz, etc.) to continue the operation with only a minimum of effort for it (because Neustar is busy with other things than expanding the business for .tel).

Here some insight about Neustar:
Telnic Limited, the UK-based operator of the .TEL top-level domain (TLD), announced today that it has selected NeuStar, Inc. (NYSE: NSR), a provider of essential clearinghouse and directory services to the global communications and Internet industry, to operate the domain name registry and DNS resolution systems for .TEL.

In the long run, there is only one theoretical solution for .tel to survive:

Google will decide to use the DNS for the storage of contact information - and will buy the registry Telnic for this purpose.

... and the takeover price would be cheap due to the previous (financial) mismanagement at Telnic. The alternative would be only a bankruptcy of Telnic.

Telnic is only waiting for a takeover! That explains why Telnic doesn't do anything since years.
