VAT for customers from EU

From 1 of October Name_com began to charge VAT from its customers from EU countries.

It seems that they are based in USA. So it is interesting, they will pay these additional VAT money to somebody in EU or there will be another variants?

name.com has to pay the tax to the country where the customer is located:

Earlier I had few domains at Canadian registrar netfirms_com. Few years ago, its former owner sold this company and new owner began to "charge VAT" on the ground that I am "from EU". I had a some doubts that they will really pay this my VAT to my country, and I simply transferred all my domains to another registrar.
